‘Haglands’ is an agricultural field to the north east of West Chiltington Common. It is bounded to the south, east and west by the built-up area boundary of West Chiltington Village and Common, with the exception of the area of woodland to the west. The site slopes up from Smock Alley by approximately ten metres.
An outline planning application for 21 dwellings was submitted to Horsham District Council (DC/14/2248) in October 2014 and was refused planning permission in March 2015 on the grounds that the site was in an unsustainable location and because of the impact the proposed development would have on the landscape.
A Hearing took place in October 2015 however the inspector Brian Cook dismissed the appeal in December 2015 on the grounds design, landscape character and effect on living conditions.
An outline application for the development of up to 19 dwellings DC/15/1389 dated 20 June 2015 was refused by Horsham in September 2015. The Council refused planning permission in broad terms in relation to the Council’s spatial strategy, and the effect on landscape.
An appeal Hearing was held on 20 September 2016 and was dismissed in November 2016. The inspector Kenneth Stone concluded that the scheme would conflict with the spatial strategy in the HDPF and have a significant adverse environmental impact.
The site was then identified in the draft Horsham District Local Plan Regulation 18 Consultation February 2020. Representations in support of the application were submitted to the council in March 2020.
